能在上海这个少见的酷暑之后,迎来国内和世界各地的嘉宾,在2013年上海设计之都活动周举办这样一个盛会,我首先要感谢各方的大力支持,没有静安区人民政府积极与上海戏剧学院展开深度合作,没有区商务委员会的积极努力,没有静工(集团)有限公司的配合,今天展现在大家面前的这样一个高峰论坛就无法想象。当然我也要深深地感谢我们的战略合作伙伴,大伦敦市政府与我们的良好合作,还有英国BOP文化咨询公司的精诚参与。
记得2011年10月,伦敦市长Boris Johnson来信,邀请我作为《世界城市文化报告》项目顾问,带领研究团队加入世界城市文化观测网络,参与《世界城市文化报告》的研究,来信还邀请我参加2012年伦敦奥运文化峰会,由此,上海戏剧学院新组建的大都市文化观测研究中心(MCAC)这样一个研究机构迅速站在国际前沿并共享难得的国际资源。加入世界城市文化网络,有利于上海乃至中国城市文化研究直接与国际前沿对接,并为全球学术的多元性提供上海文化发展的经验。
“世界城市文化报告”(World Cities Cultural Audit,简称WCCA)由伦敦市长办公室于2007年发起,英国BOP文化创意产业研究机构与英国伦敦国王学院、全球城市研究机构共同承担研究,第一轮研究选择了伦敦、纽约、上海、东京四个城市,并于次年发布了《2008世界城市文化报告》,对上述城市的文化发展和城市竞争力做了比较研究。在此基础上,伦敦市长办公室希望世界城市网络中的各个城市都能积极参与,建立一个全球性研究团队,每个城市研究者盘点各自的文化资源和文化资产并积极参与共同研究。
2010年,《2012世界城市文化报告》研究启动,研究对象扩大到12个世界城市,上海再次入选。2012年4月19日至21日,世界城市(上海)文化论坛在上海召开,论坛由上海戏剧学院主办,上海戏剧学院大都市文化观测研究中心(MCAC)和英国BOP文化创意产业咨询机构共同承办。论坛以“世界城市的文化财富”为主题,邀请了来自伦敦、纽约、巴黎、东京、孟买、圣保罗、伊斯坦布尔、约翰内斯堡等8个城市的文化官员和学者参加。
这次会议的成功召开得到了合作方的高度评价,与会的大伦敦市政府文化战略部长Justine Simons回到伦敦后写来感谢信,认为这次会议的成功举办对2012年的世界城市文化报告具有重要的推动作用。
上海戏剧学院成立大都市文化观测研究中心(MCAC)并积极回应世界城市文化发展网络平台,是基于对目前我国城市文化研究并不乐观的现状。在国家文化大发展大繁荣和上海建设国际文化大都市的战略中,学术界对世界城市文化的研究与现实发展的需求极不适应,在我国,对世界城市文化发展的研究还很不够,尤其是比较的视野还很狭窄,很多著作、报告、论文的引用数据和案例要么陈旧要么不够准确、权威。因而,目前最为紧缺的是对世界城市定量研究,特别是数据的收集和占有,亟需建设世界城市文化数据库。我们搭建这样一个平台,参与世界城市文化的研究,力求建成一个在国内外有影响力的文化智库,在积极参与《世界城市文化报告》(WCCA)研究的同时,还将研发中国城市文化发展指标体系,启动《中国城市文化发展报告》(CCCA),积极推进中国城市文化发展研究。
能够参与这样一个国际性的文化研究平台,我们要特别感谢John Howkins教授,是他在一次交流中提出参与这样一个研究平台的建议,而这一倡议恰好与我近年对世界城市文化研究的一些想法相契合。
2012伦敦奥运文化峰会上,《世界城市文化报告2012》正式发布,我们获得中文版的授权,这次会议大家看到的由同济大学出版社出版的中译版本,也凝聚了多方的辛劳。在翻译的过程中,我们与英国BOP文化创意产业咨询公司总裁,《世界城市文化报告》负责人Paul Owens先生多次对遇到的问题进行讨论。
经过半年多的筹备,2013世界城市(上海)文化论坛在上海静安八百秀开幕,论坛以“世界城市的设计创意战略”为主题,从设计产业、公共艺术、城市设计、社会创新等角度,讨论城市是如何促进设计、激发创意活力,展示如何将设计解决方案广泛应用于经济、社会、文化等领域的最佳实践。这次论坛被列为2013年上海设计之都活动周系列活动。非常感谢伦敦设计节主席、伦敦艺术大学校长约翰·索雷尔爵士(Sir John Sorrell)、前驻法大使、外交学院院长、国家创新与发展战略研究会常委副会长吴建民先生和上海戏剧学院院长韩生先生给我们带来精彩演讲,也感谢与会嘉宾在平行论坛上给我们带来的新思维新视野。
最后我还要感谢这次论坛筹备过程中,多方团队的巨大付出,也感谢各位代表的积极参与。我们有理由期待,这样一个国际化的平台,一定能够在每一年度奉献给我们丰厚的思想盛宴!论坛也将成为静安和上戏一个文化品牌活动产生持续不断的影响。

After the rare hot summer in Shanghai, we have received all guests from both home and abroad. First of all, I will express my thanks to all parties for strong support to the grant event during the Shanghai Design Week. Without in-depth cooperation between Jingan District People’Government and Shanghai Theater Academy (STA), active efforts of Business Committee of the District and support from Shanghai Jinggong (Group) Co., Ltd, it would have been impossible to hold such a summit forum. Certainly, I also deeply appreciate our strategic partner, excellent cooperation between Greater London Authority and us and also sincere participation by BOP Cultural Consulting Co., Ltd.
It is remembered that in October 2011 Mr. Boris Johnson, the Mayor of London, invited me by a letter to the project advisor of World Cities Cultural Audit (WCCA), lead the research team to join the World City Culture Audit Network, participate in research on WCCA and also 2012 London Olympic Culture Summit. As a result, the new research institution founded by STA, Metropolitan Cultural Audit Center (MCAC), rapidly claimed the international front to share international shares. The access to world city cultural network will link cultural research of Shanghai and even all Chinese cities to the international front and provide experience of cultural development in Shanghai for diversity of global academy.
WCCA was initiated by the Office of London Mayor in 2007 and jointly researched by BOP Cultural Creation Industrial Research Institution (BOP), King's College London and Global City Research Institution. The first round of research chose London, New York, Shanghai and London and issued 2008 World Cities Cultural Audit in the second year, which made comparative research on cultural development and city competition of the above cities. On this basis, the Office of London Mayor hopes active participation by all cities in the world city network to form a global research team. Each city researcher shall sort out their cultural resources and assets and actively participate in the shared research.
In 2010, 2012 World Cities Cultural Audit started its research with its research targets spread to 12 world cities, including Shanghai again.
From April 19-21, 2012, World Cities Cultural Audit Shanghai Symposium was held in Shanghai. This Symposium was organized by STA, MCAC and BOP. With Cultural Wealth of the global cities as the theme, this Symposium has invited cultural officials and scholars from 8 cities, including London, New York, Paris, Tokyo, Mumbai, Sao Paulo, Istanbul and Johannesburg.
Success of this Symposium has won high praise from the partners. Mr. Justine Simons, the Minister of Culture and Strategy of Greater London Municipal Government, participated in the event and sent a letter of appreciation back in London. He believed that success of the event would have significant drive to 2012 World Cities Cultural Audit.
STA has founded Metropolitan Cultural Audit Center (MCAC) and actively responded to World City Culture Development Network Platform on basis of the gloomy status quo of the current research on Chinese city culture. Against the great development and prosperity of national culture and in line with the strategy of Shanghai on constructing national cultural capital, the academic circle is extremely weak against the demand for actual development. In China, the research on the development of world city culture is still not enough. In particular, the visual field of comparison is quite narrow. The data and cases quoted by the works, reports and papers are very updated or less accurate or authoritative. Therefore, the shortest is quantitative research on cities in the world, especially collection and possession of data. A cultural database of world culture is badly wanted. We have established such a platform and participated in research on world city culture to construct a cultural think tank influential both at home and abroad. While actively participating in research on WCCA, we will also develop a Chinese city culture audit indicators system and start China City Culture Audit Report to actively advance research on Chinese city culture audit.
For the opportunity to participate in such an international cultural research platform, we will express our thanks to Prof. John Howkins. It is he who suggested such a research platform during a communication. It is exactly in line with some of my ideas on world city culture research in recent years.
At the 2012 London Olympic Culture Summit, 2012 World Cities Cultural Audit was formally issued, for which we acquired license for its Chinese version. At this Symposium, we see the Chinese version published by Tongji University Press, which concentrated hard work of all parties. During the translation, we held many talks on relevant issues with Mr. Paul Ownens, the responsible person of WCCA and the President of BOP.
Through over half a year of preparation, World Cities Cultural Audit Shanghai Symposium 2013 started at 800 Show, Jingan District, Shanghai. With the theme of Design Creation Strategy of World Cities, it discussed how a city to strengthen design and trigger creation vigor and demonstrated how to widely apply design solutions to economic, social, cultural and other fields for the best practice. This Symposium was listed as one of the events during 2013 Design Week Shanghai. Many thanks to Mr. Sir John Sorrell, the Chairman of London Design Festival and the President of University of the Arts London and Mr. Wu Jianmin, the Former Ambassador to France, President of China Foreign Affairs University and Vice President of China Institute for Innovation and Development Strategy for excellent speeches. We will also appreciate the new thinking and new vision brought by the participating guests to the sub-forums.
Finally, please allow me to express my thanks to all parties for huge efforts during preparation for this Symposium and also the active participation of all representatives.
It is reasonable for us to expect that such an international platform must provide us with a rich annual thinking feast! Meanwhile, this Symposium will also become a cultural brand event with continuous influence for both Jingan District and STA.
